Masiha Fayez, Women Human Rights Defender and Gender and Legislation Expert, Member of Peacebuilding Group led by Canada Embassy in Kabul

Masiha Fayez has Master degree on Public Policy and Administration and B.A in Law and Political Science from Kabul University. She comes with 19 years of working experience on the Human Rights, Women’s Rights and Access to Justice Areas. I started my work as defense lawyer with medica mondiale in 2004 and worked with the same organization at the managerial and leadership positions till 2015. I worked as senior adviser on gender responsive law reform and advocacy for survivors of GBV at the different levels with GBV stakeholders including Ministry of Women Affairs, Afghan Women Judges Association, and Ministry of Justice, Supreme Court, Women Civil Society Organizations and UN agencies. I also worked as research consultant on Afghan Constitution Review, EVAW law analysis and training to female judges and prosecutors and access to justice for survivors of GBV with Afghanistan Research and Evaluation Unit (AREU) Asian Development Bank (ADB) and Global Women Institute GWI, George Washington University. I also worked as Gender and Legislation adviser with UN Women and Team Lead of Women Protection Centers at International Development Law Organization (IDLO).


I was member in all technical committees of law reform in Afghanistan such as Criminal Law Reform Working Group (CLRWG), Family law, Reconciliation in Civil Disputes law led by Ministry of Justice, Draft Law Committee leads by Ministry of Women Affairs and worked on EVAW law, Family law, Anti-Harassment law, Mediation Regulation, Anti-Discrimination Regulation, Women protection Regulation and guideline, Ward and Guardians law and etc. Criminal procedure Code(CPC) led by Afghanistan Independent Bar Association, Social Protection led by Ministry of Labor, Social Affairs, Martyrs &Disabled (MoLSAMD) and EU , Social Protection for child led by MoLSAMD) and UNICEF  , Mental health Act led by MoPH and EU  , Assessment Committee of Quality Right Toolkit led by Ministry of Public Health, Protection of Women from Gynecological Examination(VT) leads by AIHRC and EPSO and all advocacy committees related to the laws and policies from gender perspective. As result has received appreciation letters by Upper House, MOWA, AIBA, IDLO and CSOs.

 I  supported Ministry of Women Affairs in reviewing and finalization of EVAW five years strategy, Prison policy for women prisoner, Women Protection Centers Confidentiality Policy,  Media Policy, Reintegration Guideline and Women Protection Coordination Guideline.

She supported Afghan Women Judges Association (AWJA) in reviewing and finalization of AWJA two year Strategy and AWJA Code of Conduct.

I was member of Afghan Women Network and provided technical support on advocacy, peace and legal areas to AWN and represented Civil Society at the national and international levels. 

 Since November 2021, I evacuated to Germany and Now I live with my husband and three children in Russelsheim Germany. 

Since June 2022, I am busy with a six months scholarship which provided by German Federal Office to women activists and Women Human Rights defenders.

As well as I am busy with integration programs organized by support of medica mondiale in Frankfurt University.
